Both the Admission Appeals Code and the Exclusion Guidance require that Indpendent Appeal Panel members are trained at least every two years.  It is a fact that one of the standard questions which the Local Government Ombudsman asks Admission Authorities is - when were the panel members trained?  Don't be caught out!

A new code came into force on 1 February 2012.  Your panel members will need to be re-trained.

We do not believe that even experienced Panel Members can fully understand the complexities of the current codes and guidance in less than five hours.  We prefer to train over a full day giving every participant an extensive training manual with references back to the appeals code and the exclusion guidance.

We pay particular attention to the two stage process and how to consider class size legislation Key Stage 1 appeals.  Remember, a well trained panel is less likely to make overturn Key Stage 1 appeals.

From our experience, a panel that overturns a Key Stage 1 appeal based on the distance to the alternative school as being unreasonable, does not understand the law or the admissions process.  That is one of the reasons why we spend considerable time at the begining of our Admission Appeals courses explaining the law and procedure on admissions.

The most effective panels are those which are chaired within a structured, but informal environment following the rules of natural justice.  We also offer a short course for Chairs who sit on school appeal panels.
